WHO WE ARE

Surface Integrity Consultants LLC is an independent concrete inspection and consulting practice based in Silverton, Oregon, serving clients statewide.

We perform inspections, failure analysis, and expert witness work for concrete slabs and polished floors. That's it. We don't install. We don't repair. We don't remediate. We don't take referral fees from contractors who do.

That structure isn't accidental. It's the whole point.

WHY SIC EXISTS

Most concrete inspections in this region come from the same companies that install, repair, or sell coatings. The inspector who looked at your floor is often the same person trying to sell you the fix — and the inspection report reflects that.

There's a real gap in the Willamette Valley market for independent, third-party concrete inspection. When something goes wrong on a slab and the people involved need an unbiased opinion — a property owner, a GC, an attorney, an insurer — they shouldn't have to choose between an installer's report and no report at all.

Surface Integrity Consultants was founded to fill that gap.

BACKGROUND

The practice is built on over a decade of hands-on commercial concrete experience — polishing, surface preparation, joint filling, failure diagnosis, and substrate analysis across hundreds of projects in the Pacific Northwest. That work included federal and security-sensitive sites across nine western states, OEM warranty compliance management, and ownership of a commercial concrete contracting business.

The depth matters. Most general inspectors can tell you that a slab has a problem. Far fewer can tell you why — and fewer still can quantify it with data that holds up in front of an attorney, an adjuster, or a judge.

OUR APPROACH

Three principles shape how Surface Integrity inspections are performed:

  1. Independence. We don't install or remediate. Our findings have no financial agenda beyond delivering an honest report.
  2. Measurement over opinion. Where instruments exist to quantify a condition, we use them. The difference between "this floor looks bad" and a CCM report showing 38 GU gloss with 12% haze against a spec of 60 GU and less than 5% haze is the difference between an opinion and a fact. 
  3. Defensible documentation. Every report is written assuming it may end up in front of an opposing attorney, an insurance carrier, or an arbitrator. That standard governs how we measure, how we photograph, and how we write.

EQUIPMENT

Surface Integrity Consultants invests in instrumentation other inspectors don't.

  • Concrete Clarity Meter (CCM) — multi-angle gloss, haze, DOI, RIQ, and RSpec measurement for polished concrete verification
  • ASTM F1869 / F2170 / F710 moisture testing equipment — calcium chloride, in-situ relative humidity, and pH testing
  • Reference instruments for substrate, joint, and finish documentation

The instruments matter because the reports matter. Quantified data is what separates a defensible inspection from a subjective opinion.
